Due to the damage by Hurricane Katrina and subsequent flooding, a number of colleges and universities in the New Orleans metropolitan area will not be able to hold classes for the fall 2005 semester. It is estimated that 75,000 to 100,000 students have been displaced. [1]. In response, institutions across the United States and Canada are offering late registration for displaced students so that their academic progress is not unduly delayed. Some are offering free or reduced admission to displaced students. At some universities, especially state universities, this offer is limited to residents of the area.

Space Exploration Technologies, also known as SpaceX, successfully launched their Falcon 9 rocket for the first time at 1845 UTC ( 2:45 pm EDT) from Kennedy Space Center at Cape Canaveral, Florida, United States.

The Falcon 9, second in the Falcon series of rockets, has a first stage that is powered by nine Merlin 1C engines, and a second stage powered by one Merlin vacuum engine. Today’s inaugural launch carried the Dragon Spacecraft Qualification Unit (DSQU), a boilerplate version of the Dragon capsule. The Dragon is intended to take cargo — and possibly people — to the International Space Station through NASA’s COTS program. The program is intended to help develop commercial space transportation, a goal that fits with President Obama’s recent change of direction for NASA. Under President Obama’s new plan, NASA would hand over the mundane task of Low Earth Orbit (LEO) launches to private companies, and instead concentrate on new technology development.

However, no private firms yet have the capability to independently launch humans into space, without NASA assistance. SpaceX CEO and founder Elon Musk hopes that the Falcon 9 will eventually fill the void in human rated commercial rockets, but he also recognizes the inherent risk and danger of rocket launches. “There’s nothing more fear and anxiety-inducing than a rocket launch,” said Musk.

Not everyone agrees with President Obama and Elon Musk. Republican Senator Richard Shelby doesn’t think private firms are ready for the challenge of taking humans into space, preferring that government funding be directed to NASA instead. “Today the commercial providers that NASA has contracted with cannot even carry the trash back from the space station, much less carry humans to or from space safely,” the Senator said.

Although today’s launch succeeded, Musk had said earlier neither the success nor failure of the Falcon 9 would be the ultimate arbitrator of the fate of NASA’s new commercial-friendly direction. “They sort of focus everything on us and try to create a situation where our first launch of Falcon 9 is somehow a verdict on the president’s policy, which is not right,” he said.

Schools reopened on Monday in Sri Lanka and the government said they had arrested hundreds of people for participating in anti-Muslim riots. A state of emergency remained in effect in the island nation which had been gripped by widespread violence which started in the Central Province. At least two people died. At least eleven mosques were reported torched and 200 homes and businesses burned when the violence was at its peak.

Police reported 230 arrests, both for direct involvement and for spreading anti-Muslim hate speech on the internet. Police said to expect more arrests in coming days. Lifting of the state of emergency was expected, according to Al Jazeera, but had not occurred as of Monday. Prime Minister Ranil Wickremesinghe visited Kandy District over the weekend and told reporters victims will be compensated for damages.

Ever since a nearly three decade long civil war came to an end in 2009, relations between Sri Lanka’s Sinhalese Buddhist majority and Tamil Sunni Muslim minority have remained tense, but largely peaceful until this month.

On March 4, in the village of Teldeniya a traffic accident escalated into a fight wherein a group of young Muslim men beat a Buddhist man, who later died, according to Al Jazeera. On March 5, hundreds of Sinhalese, whom local residents and officials said were from outside the city, took to the streets of Kandy. The mob targeted Muslims’ homes and businesses, setting several of them on fire. A Muslim man’s dead body was found inside one of the burned buildings.

By March 6, the Sri Lankan government had declared a state of emergency and imposed a curfew on the region. The emergency declaration by President Maithripala Sirisena allowed the army to be called into action. Nevertheless, the unrest and violence spread to several towns surrounding Kandy. Government officials surmised the rioters were coordinating their attacks at specific locations through social media. Internet access was cut off for the province, and social media including Facebook, WhatsApp and Viber were blocked for the entire country.

“Technology created to bring people together is being used to pull people apart. Social media websites […] have been used to destroy families, lives and private property,” said Harin Fernando, the Minister of Telecommunication and Digital Infrastructure, according to Sri Lanka Mirror.

On March 7, the curfew was expanded to be around-the-clock after, officials said, a hand grenade went off while a man was carrying it and killed him as well as injuring at least eleven other people. Police said they identified a hardline Buddhist nationalist who posted an anti-Muslim video, which was thought to be a source of incitement, on social media. Reports of violence spread as far as Weligama, which is on the southern coast of the island, some 240 km (150 miles) south of Kandy.

The next day, Thursday, mobs of rioters burned shops and threw Molotov cocktails at a mosque as religiously-fueled violence continued. The government arrested, by their account, Amith Weerasinghe, a hardline Buddhist-nationalist known for his anti-Muslim sentiments, as the suspected main agitator behind the violence.

Friday prayers at mosques were conducted under heavy police protection, without incident according to authorities. Also on Friday, hundreds of protesters, including Buddhist monks, gathered in the capital city Colombo and denounced the riots and violence. Saturday, President Sirisena announced an investigation of the violence in Kandy with a tribunal of retired judges. Kandy lifted curfew Saturday, but kept emergency powers in place.

Early Sunday morning, a restaurant in Anamaduwa, North Western Province was attacked despite heightened police presence, breaking a lull in violence since Thursday. Police arrested seven suspects in connection with the predawn petrol bomb attack on the restaurant. Meanwhile, in the Central Province, where the violence began over a week ago, the Chief Minister Sarath Ekanayake announced schools would reopen Monday after being closed during the violence last week.

Journalist, counselor, painter, and US 2012 Presidential candidate Joe Schriner of Cleveland, Ohio took some time to discuss his campaign with Wikinews in an interview.

Schriner previously ran for president in 2000, 2004, and 2008, but failed to gain much traction in the races. He announced his candidacy for the 2012 race immediately following the 2008 election. Schriner refers to himself as the “Average Joe” candidate, and advocates a pro-life and pro-environmentalist platform. He has been the subject of numerous newspaper articles, and has published public policy papers exploring solutions to American issues.

On July 18, 2005 CN Rail notified the CAW that they intend to cancel the CN-CAW previously Negotiated Health & Safety Plan. The CAW will be going to arbitration this fall to address the issue. The CAW has asked that employees notify their Health and Safety Rep about any safety concerns at the work place.

One terminal has lost 5-6 full-time positions. CN Rail used to have part-time positions filled as well, but at this time there are no part-time employees to cover work if a full-time employee is absent. Overtime is necessary to keep the trains running on time. Intermodal traffic goes up, but staff goes down. CN Rail expects the trains to go out on time, and in a safe condition, but staff is overworked, because there are not enough of them. In fact, one worker noticed that most of the rail cars that contained 40 foot overseas containers did not have their loading guides in place. Trains are not allowed to go out without these guides placed into the cars (the guides stop the loads from swaying from side to side in the cars), important for safety with double stacked containers, but it seems that in this case the lack of employees forced the train to leave without them.

Some recent derailments have come to the attention of the media and politicians.

On August 3rd 2005 there was a derailment in Wabamun Lake Alberta that spilled toxins into the lake. 2 days later there was a derailment in Cheakamus River near Squamish BC. Both derailments spilled hazardous materials into the water. Many are saying that CN took too long to notify people of the toxic spills.

The Conductor on each train carries with him the shipping manifest with him and has access to that information at all times. Almost any CN terminal that has a clerk working at it with access to the CN Intranet can get this information within minutes.

CTV news has said that this is the 5th derailment for CN this month.

Wikinews has learned at least six of the United Kingdom’s main Internet Service Providers (ISPs) have implemented monitoring and filtering mechanisms that are causing major problems for UK contributors on websites operated by the Wikimedia Foundation, in addition to 1,200 other websites. The filters appear to be applied because Wikimedia sites are hosting a Scorpions album cover which some call child pornography. Scorpions are a German hard rock band who have used several controversial album covers and are perhaps best known for the song Rock You Like a Hurricane.

The measures applied redirect traffic for a significant portion of the UK’s Internet population through six servers which can log and filter the content available to the end user. A serious side-effect of this is the inability of administrators on Wikimedia sites to block vandals, and other troublemakers, without potentially impacting hundreds of thousands of innocent UK contributors who work on WMF sites in good faith.

The filtering is in response to the Internet Watch Foundation‘s list of websites that host content reported to contain inappropriate images of naked children. The IWF considers those images child pornography. However, in the United States, where the websites of the Wikimedia Foundation are hosted, it is not considered obscene under the criteria of the Miller test, which requires that an obscene work lack “serious literary, artistic, political or scientific value” – as album art is used to “brand” the album, it is considered to be artistic.

Contributors or individuals attempting to view an affected image or file, depending on their ISP, may get a warning saying, “we have blocked this page because, according to the Internet Watch Foundation (IWF), it contains indecent images of children or pointers to them; you could be breaking UK law if you viewed the page.” Other ISPs provide blank pages, 404 errors, or other means of blocking the content. Due to a configuration mistake at one Internet service provider, some users have reported being totally unable to access Wikimedia sites to the Wikipedia technical help desk.

“The Protection of Children Act 1978 as amended in the Sexual Offences Act 2003, makes it an offence to take, make, permit to be taken, distribute, show, possess with intent to distribute, and advertise indecent photographs or pseudo-photographs of children under the age of eighteen. The ‘making’ of such images includes downloading, that is, making a copy of a child sexual abuse image on a computer, so, in the UK, accessing such content online is a serious criminal offence,” says the IWF on their website in an article updated on November 28. The IWF say there are at least 800 to 1,200 websites on the list of those who host or contain offensive material. The list is not public and the IWF never notified Wikimedia Foundation about the blocking of Wikipedia content. The affected page does not display any message informing the user about blocked content on most ISPs, instead, a technical error message is shown.

However, Demon Internet redirects users to a block message on the IWF’s site explaining that the page was blocked as the organization suspects child porn or links to it to be present. The IWF states that, “we do not notify site owners that their websites are on our list.”

The concern for Wikimedia is for some images like an album cover from a 1976 record of the Scorpions titled Virgin Killer. It displays an underage girl, posing nude, with a lens crack crossing over her genitals, but nothing blocking out her breasts. The girl appears to be around ten years old. In the U.S., the band later replaced the image with one of the group. The cover was uploaded to Wikipedia in 2006, but Wikinews learned that on May 9, 2008 at (21:17 UTC), despite a result of strong consensus to ‘keep’ in a deletion request, the image was deleted, however for a different reason. It was deleted due to a claim by an administrator that it violated Wikipedia’s policy for dealing with copyrighted images, which require that any images used under the doctrine of fair use must alongside other criteria, “significantly increase readers’ understanding of the topic, and its omission would be detrimental to that understanding”, with the administrator claiming that the article “lacked meaningful discussion” of the album art. This result was overturned using the deletion review process. Earlier, on December 6, the image was put back up for a deletion request, but it was later closed as Wikimedia “does not censor”.

Another image that is questionable could be a screenshot from the 1938 film Child Bride. Its goal was to bring to light the attempts at banning child marriages. In the article on Wikipedia, a screenshot appears of then 12-year-old Shirley Mills partially naked after skinny dipping. In the photo, at least one of her breasts can be seen.

Other albums featuring nudity below the age of sixteen have previously caused controversy; Blind Faith attracted criticism as did Houses of the Holy, and Nirvana’s Nevermind.

Multiple companies have gone public stating that they implement the recommendations of the Internet Watch Foundation. Not all of these are known to have implemented measures against Wikimedia sites; the major UK ISPs thought to have affected Wikimedia sites are Telefonica O2/Be Unlimited, Virgin Media, Easynet, Plusnet, Demon, and Opal Telecommunications (TalkTalk).

Wikinews has contacted Wikimedia’s legal counsel, Mike Godwin and the IWF for a statement, but neither have replied as of this time.

George W. Bush vowed to get the USD 700 billion economic rescue plan through congress in a statement to the media made today.

“Yesterday, the House of Representatives voted on a financial rescue plan that had been negotiated by Congressional leaders of both parties and my administration,” Bush reminded the audience. “Unfortunately, the measure was defeated by a narrow margin. I’m disappointed by the outcome, but I assure our citizens and citizens around the world that this is not the end of the legislative process.”

“Producing legislation is complicated, and it can be contentious. It matters little what a path a bill takes to become law,” he continued. “We’re at a critical moment for our economy, and we need legislation that decisively address the troubled assets now clogging the financial system, helps lenders resume the flow of credit to consumers and businesses, and allows the American economy to get moving again.”

“I recognize this is a difficult vote for members of Congress. Many of them don’t like the fact that our economy has reached this point, and I understand that. But the reality is that we are in an urgent situation, and the consequences will grow worse each day if we do not act. The dramatic drop in the stock market that we saw yesterday will have a direct impact on the retirement accounts, pension funds, and personal savings of millions of our citizens. And if our nation continues on this course, the economic damage will be painful and lasting.”World and US markets today are up after severe declines yesterday. Most have recovered 30% of their previous losses, meaning that the potential government expenditure was similar to the market losses.

Bush then said that he knows “many Americans are especially worried about the cost of the legislation.” He then attempted to justify the cost. “The bill the House considered yesterday commits up to 700 billion taxpayer dollars to purchase troubled assets from banks and other financial institutions. That, no question, is a large amount of money. We’re also dealing with a large problem. But to put that in perspective, the drop in the stock market yesterday represented more than a trillion dollars in losses.”

If passed, the bailout plan would have allowed for the United States government to purchase devalued mortgage backed securities, resulting from the subprime mortgage crisis, from troubled financial institutions. The US Treasury Secretary Henry Paulson said the plan could cost up to $700 billion.
