U.S. ISPs to test restricting heavy Internet users

    Thursday, June 5, 2008

On June 3rd, 2008, two United States Internet service providers (ISPs) announced they would begin tests to slow web access for their most active customers and charge them for extra speed. Comcast and Time Warner Cable, two of the largest ISPs in North America, both made separate announcements of their plans. The actions come in the wake of an investigation by the Federal Communications Commission (FCC), over whether Comcast had restricted some customers from sharing videos, music, and similar files. The FCC investigation led to a US Congress debate over whether and how much control ISPs should have over the flow of customer data.

Public interest groups complained in November 2007 to the FCC that Comcast had specifically targeted customers using applications that made use of the BitTorrent system, a popular form of file sharing. Free Press, an advocacy group that pushes for better oversight of cable operators such as Comcast, stated that Comcast practices were discriminatory towards users of the legal technology. “The cable companies see a hammer hovering above their heads and are scrambling to find ways to reduce the appearance of wrongdoing,” said Ben Scott, head of the group.

According to Roger Entner, a senior vice president from Nielsen IAG, as little as 5 percent of all Internet users may consume as much as 50 percent of all the bandwidth on the Internet. “This is the politically correct version of doing what Comcast had been doing before, though it takes the occasional [peer-to-peer] user off the hook,” Entner said. Sena Fitzmaurice, a Comcast spokesperson, said, “This says we won’t be looking at what type of traffic that there is, even though we still need to manage the network.”

Comcast’s tests are expected to begin in Chambersburg, Pennsylvania and Warrenton, Virginia.

While Comcast will attempt to throttle the speed of all its high-volume users, Time Warner Cable intends to use a different method. They will meter and bill clients, charging more money for faster speeds and larger amounts of transmitted data, functioning more like a traditional public utility, such as an electric company or cell phone service. Their metered billing test will begin on June 5 in Beaumont, Texas for newly enrolled customers. “Instead of raising prices across the board, consumers who are excessive users would pay,” said Alex Dudley, a Time Warner Cable spokesman. “It is clearly the fairest way to fund the investment that is going to be required to support that use.”

An Associated Press report that Time Warner Cable will bill customers between $29.95 to $54.90USD per month has been confirmed by the cable operator, with clients charged an extra $1 for each gigabyte (GB) by which they exceed their purchased plan. Art Brodsky, communications director of Public Knowledge, a consumer advocacy group in Washington D.C., has expressed concerns about the Time Warner Cable plan. Time Warner Cable’s most expensive offering, $54.90, comes with 15 megabits-per-second of data transfer speed and a 40 gigabyte limit on total data transfer.

“An HD (high-definition) movie is 8GB or so, three movies is more than half your allowance for a month, and heaven knows what else you might want to watch,” Brodsky says. “This is not a relieving congestion scheme as much as it is a rationing scheme. All it does is protect an inadequate infrastructure from the cable company.”

    Rhinoplasty Reasons Revealed

    Rhinoplasty Reasons Revealed

    by

    Andrea Avery

Rhinoplasty is a plastic surgery that addresses the shape of your nose. Many people out there may be looking for a cosmetic procedure to change the shape of their nose, but there are some people who are looking to correct serious medical problems with the surgery too. Here are a few reasons why people are interested in this kind of surgery. If you are considering this surgery and you or a loved one falls under any of these categories, talk to your doctor or a local plastic surgeon about the reasons you are considering this life changing surgery.

If your child, niece, nephew, or grandchild has been born with a birth defect that affected the formation of the face or, specifically, the nose, rhinoplasty can help that child have the proper natural mechanisms to breathe. Sometimes there are genetic factors to the malformation of the nose during gestation. Other times it could be due to a complication that arises as the child develops in the mother’s womb or during growth once they’ve been born. In either case, there are doctors who specialize in surgeries for children. This is a case where the medical necessity of plastic surgery can forever change a person’s life. Choosing to get this procedure done for a young child can be more than legitimate, it can be life altering, making sure that the child can breath, smell, and even have better faculties for taste.

If you or a loved one has suffered a trauma to the face and it has affected your nose, this can necessitate rhinoplasty in order to restore the look of your nose after an accident. Many insurance companies will pay for this and other medically necessary plastic surgery procedures to the nose. If you are having trouble breathing or have a deviated septum that can only be corrected through surgery, this is another procedure that is often covered under medical necessity. Your regular ear, nose, and throat doctor can refer you to a surgeon who can take care of the procedure, as most often they are unable to do it themselves. They may also need to speak with your insurance company to assure it is a medical necessity.

Both men and women who are dissatisfied with the nose nature gave them are often looking to change the shape of their nose through rhinoplasty procedures. If you wish you had a smaller nose, a larger nose, or a better-shaped nose to flatter your face and your figure, you want a plastic surgeon who specializes in the aesthetics of nose design. If you are getting the surgery purely for personal reasons, insurance rarely covers unnecessary or elective procedures. You’ll have to finance or pay a doctor in full for the surgery, but you may find that your face will look better than new. You’ll have a fresh new face and a nose that perfectly suits you.

    The reasons for

    rhinoplasty Philadelphia

residents have may vary, but it is still a common procedure, one that may well be deemed medically necessary. To find a cosmetic surgeon to consult with regarding this procedure, please visit

The first website in the world allowing consumers to buy life insurance online instantly has been launched today, targeting specifically New Zealanders.

The website, run by life insurance company Pinnacle Life, allows New Zealanders in many countries in the world to buy life insurance online without the need for a medical examination. Once the application has been approved, which is done immediately, the consumer can receive a $500,000 life insurance policy via an automatic e-mail. However, if certain conditions have been highlighted, then person to person contact is required to finalise the process.

Ed Saul, senior partner and architect of the new website, says, “We’re giving consumers a quicker and easier way to buy life insurance. Instead of submitting an application form and waiting days for a policy to be approved and issued, we do it online and we do it immediately.”

“The revolutionary website gives consumers complete control over the buying process whilst eliminating the previously obligatory involvement of people and paper. This is a global test case eagerly watched by the insurance industry around the world,” Mr Saul said.

When applying online, a few typical questions are asked on personal information and if the applicant has had any previous illnesses or diseases.

The countries where New Zealand citizens are allowed to apply are UK, Ireland, Canada, Australia, Hong Kong, Singapore and the USA.

Canadian union, railway reach last minute accord
    Posted in Uncategorized | January 11th, 2022

    March 26, 2005

The International Brotherhood of Electrical Workers (IBEW) and Canada National Railway (CN) have worked out a tentative agreement, avoiding a walkout scheduled for midnight on the 26th by 604 workers.

The previous contract expired 31 December 2003, and the union notified CN of their intent to strike 23 March. The IBEW members covered under the contract maintain the track signals, and radio and data networks which monitor the movement of trains.

Federal mediators helped facilitate the agreement, invited by both the union and company. Montreal-based CN announced the four-year deal via a Business-wire release, but withheld the terms of the agreement pending a ratification vote, but did say the agreement is retroactive to 1 January 2004.

CN resumed talks earlier in March with 1,750 engineers after the union and company agreed possible work stoppages would be after 12 May 2005. Track maintenance workers signed a 4-year contract deal with CN in February, as well as a tentative settlement with conductors, yard service employees and traffic co-ordinators. In 2004 a 28-day strike by 5,000 clerical and cargo terminal workers cost the company an estimate CA$24 million.

Posted in Cosmetic Surgery | January 10th, 2022

There are lots of effective and useful dating tips for women. By abiding with some simple dating tips, women can make the experience of dating a fulfilling one. Once you have a fulfilling and good dating experience, you will become more confident and also look forward to date eligible men in your social circle. Dating has a lot to do with self confidence, and this is not an over statement.Be YourselfThe first and foremost dating tip for women is that you need to be true to yourself. Most of us are so eager to impress our dates that we try and do exactly what they want us to do. For most experienced and intelligent men, it doesn’t take long to see through the faade, and it may turn out to be quite a turn off for most.Don’t Keep Your Man WaitingBeing punctual is of utmost importance. The age old concept of being fashionably late is very out dated, and most men find it to be sheer vanity on the part of the woman. As you would want to be taken seriously by a man and not treated like someone whose time can be wasted at will, so can your date expect the same from you. Remember that dating is a give and take relationship. Do not expect to be taken seriously and treated with respect, if you cannot do the same.Have fun! While it is advisable to be on your guard, it doesn’t mean that you cannot have fun. Be gracious when compliments are offered and return them appropriately. Don’t go overboard to show how cool or trendy you are. Be perceptive of your date’s tastes and choices. Be charming but also allow your date to be the man around and let him steer you through the intricacies, wherever deemed appropriate.Things which are better left unsaidThe absolute rule of thumb when it comes to dating tips for women, is not to talk about past relationships when meeting a man for the first time. Also make sure that you don’t bring up family issues or financial topics when meeting a man for a first date. Appearance is key – a guy can take one look and decide that you are not for him. Remember first impressions are lasting; yes there are some days where we can’t help but look out of the ordinary but when going on a date you should make sure that this is not the day.Keep your first conversation general – remember this is just the first date. You do not want to tell your life story to someone who may not call you in the morning for whatever reason. Try not to divulge any personal details.Do not seem too quick to jump into a relationship – Men can find it scary if on the first date you are talking about marriage. You can talk about your dreams of a career and family but do not get too in detail.Pay attention – look at the way he interacts with his surroundings and the staff of attendants. This will give you a good idea of what it is that he is looking for from you. So, are you sitting at a corner seat, far from the door with poor lighting?Find powerful Female Libido Enhancer to boost your lovemaking performance.Keep eye contact and give feedback- let him know that you are a good companion, give real feedback and not just one word answers and stay away from “ugh ugh” and “really” or other words like that.Look for signs of possessiveness or insecurity – does he insist that you sit on a particular chair or order a particular meal? These are small cues that may mean something as well as they may not.Follow your gut – if you think something is not right chances are you will never be comfortable with this man so follow your heart.

Former Salt Lake City mayor and human rights activist Rocky Anderson took some time to discuss his 2012 U.S. presidential campaign and the newly-created Justice Party with Wikinews reporter William S. Saturn.

Anderson served as mayor of Salt Lake City for eight years (2000–2008) as a member of the Democratic Party. During his tenure, he enacted proposals to reduce the city’s carbon emissions, reformed its criminal justice system, and positioned it as a leading sanctuary for refugees. After leaving office, Anderson grew critical of the Democratic Party’s failure to push for impeachment against President George W. Bush, and for not reversing policies on torture, taxes, and defense spending. He left the party earlier this year and announced that he would form a Third party.

Anderson officially established the Justice Party last week during a press conference in Washington D.C.. He proclaimed “We the people are powerful enough to end the perverse government-to-the-highest-bidder system sustained by the two dominant parties…We are here today for the sake of justice — social justice, environmental justice and economic justice.” The party promotes campaign finance reform and is attempting to appeal to the Occupy Wall Street movement. It is currently working on ballot access efforts, and will hold a Founding Convention in February 2012 in Salt Lake City.

Among other issues, Anderson discussed climate change, health care, education, and civil liberties. He detailed his successes as mayor of Salt Lake City, stressed the importance of executive experience, and expressed his views on President Barack Obama and some of the Republican Party presidential candidates. He spoke in depth about former Massachusetts governor Mitt Romney, with whom he worked during the 2002 Winter Olympics, and fellow Utahan, former governor and U.S. ambassador to China Jon Huntsman, Jr..

This year’s Leisure Taiwan trade show (a.k.a Taiwan Sport Recreation and Leisure Show) started yesterday, with 131 companies participating including sports media companies such as ESPN and VideoLand Television, businesses selling sports equipment and fitness clubs.

There were also a variety of sports being played in the arena built for the trade show. The events included a 3-on-3 basketball tournament, free style shooting, and bicycle test-riding. In addition, conferences discussed issues related to sports and physical education.

A major topic in the trade show was energy-efficiency and, as a result, bicycles and similar sports equipment were being heavily promoted.

Next Tuesday, companies from the electronics industry plan to promote their industry at “2008 Digital E-Park.” In previous years, organizations from the electronics industry have showcased their products at Leisure Taiwan instead of at the Digital E-Park, so this move has reduced the number of markets covered by Leisure Taiwan.

Don T Just Invest In Real Estate; Invest In Oil And Gas

Posted in Real Estate | January 8th, 2022

Don t just invest in real-estate; invest in oil and gas

    by

    Elle Wood

Those who are financially successful are often the ones who know how to make the best of a situation any situation. During the current economic crisis, they see opportunity where others see disaster. Everyone knows that the best time to buy anything is while it s at its cheapest; the savvy investor guesses more correctly when that time might be.

Right now may be one of the best times ever to make a real estate investment. After three years of decline, real-estate values increased last quarter, and realtors are reporting an increase in sales volume as well. These indicators imply that the long drop in real-estate prices may be at an end. In other words, it s a good time to buy.

And don t limit yourself when considering real-estate as an investment. Not everyone is cut out to be a landlord, dealing with the headaches of finding renters and managing property. And no matter what various TV programs would have you believe, flipping a house is rarely quick or easy. It s hard to find a promising property at the right price, it s hard to finance buying that property, and it s hard work to rehab that property. All these steps are incredibly time-intensive.

So how can you take advantage of the real-estate market if you re not planning on moving, becoming a landlord, or rehabbing? The answer may be to look into other ways to profit. One possibility may be to buy shares in housing-related businesses, such as home improvement stores or homebuilders. Another might be to buy into a real-estate investment trust. A third possibility would be to consider royalty investments. Rather than investing in a house or other building, you can invest in the land itself. Many tracts of land across the country provide a steady monthly income because the mineral rights have been leased to oil and gas companies. Instead of standard real-estate type investments, these ventures provide oil and gas royalty investments. These land prices are also lower than they have been in years, while the demand for oil and gas reserves keeps growing. And they can provide a steady monthly income with no time investment on your part.

So, if you ve been hesitant to take advantage of the current deals to be found, if you understand your personal time limitations, consider an alternative way to profit through real estate. Consider oil and gas royalty investments.

Afghan women’s rights official shot dead
    Posted in Uncategorized | January 7th, 2022

    Tuesday, September 26, 2006

Safia Ahmed-jan, the director of the Afghan Ministry of Women’s Affairs for the Khandahar province and an advocate of women’s rights and a strong critic of the Taliban‘s repression of those rights, was shot dead by unidentified gunmen outside her home in Khandahar city in southern Afghanistan on Monday.

Safia Ama-jan, as she was known locally, is the first woman official to be targeted by the Taliban-led insurgency since it was deposed in 2001.

Safia Ahmed-jan taught at a girls’ school and was a high-school principal in Khandahar prior to the Taliban’s 1996 rise to power in Afghanistan. When the Taliban regime banned education for girls and forbade women from working outside the home, she ran an underground school for girls at her home, said her son Naqibullah, speaking to the Associated Press.

After the Taliban government was overthrown in 2001, Ahmed-jan became the provincial chief for women’s affairs in 2002, when the ministry was established and has since then held that position, worked for women’s rights and particularly, championed the cause of educating girls. Her secretary, Abdullah Khan told Associated Press that among her most successful projects were the vocational training schools she opened in Khandahar, where almost 1000 women were taught baking, tailoring and other skills.

Ahmed-jan has also been fiercely critical of the repression of women during the Taliban rule, in a region that has remained conservative and emerged as a hotbed of the Taliban’s insurgent activity. Her requests for personal security guards and transport went unheeded by the government, according to local media reports, though her nephew, Muhammad Asif told the New York Times that Ahmed-jan preferred to keep a low profile and used a taxi or public transport even though her office maintained cars and drivers.

Ahmed-jan was shot dead outside her house at about 7:30 a.m. local time (UTC+4:30) on Monday, as she left for work in a taxi. The gunmen are believed to have left scene on a motorcycle, and tyre marks have been found by the police, said the provincial governor Asadullah Khaled, who visited the scene of the attack.

Ahmed-jan was shot four times with a pistol, Muhammad Haidar, who worked in her office told the New York Times. Mohammad Nader, the head nurse at Khandahar’s main hospital where Ahmed-jan was taken to, confirmed to the Chicago Tribune that she was shot four times, including once in the head.

She was about 65 years old.

Accounts of the shooting are sketchy, several reports suggesting no one witnessed it. However, one man, identified as Allaudin told Al Jazeera that he saw two men on motorcycles waiting on the road, who attacked Ahmed-jan as she left her house.

A spokesman for the Khandahar governor, Daud Ahmadi confirmed the death and said that Ahmed-jan had died on the spot. An investigation into the attack has begun, and local officials have blamed the Taliban.

Hundreds of men and women, including the Governor Asadullah Khaled were present at Ahmed-jan’s funeral on Monday evening, which took place in Khandahar’s main Shia mosque.

The killing has been strongly condemned by the Afghan President Hamid Karzai as well as aid and human rights organisations in Afghanistan.

Aleem Siddique, a spokesman for the United Nations Assistance Mission in Afghanistan (UNAMA), said that UNAMA was “appalled at the senseless murder” of a woman who was working to ensure a full and equal part in the future of Afghanistan for its women. He added, “We share the sentiment of the majority of Afghan people who are appalled at this killing.”

Abdul Quadar Noorzai, head of the Afghan Independent Human Rights Commission (AIHRC) for the Khandahar region told IRIN News that Ahmed-jan’s death will have a “serious impact on women’s activities in the south where women are already suffering from … the deteriorating security and conservative traditions,”.

Fariba Ahmedi, a woman MP from Khandahar who was present at Ahmed-jan’s funeral told the Associated Press, “The enemy of Afghanistan killed her, but they should know it will not derail women from the path we are on. We will continue on our way,”.

Sonja Bachmann, a U.N. political officer who knew Ahmed-jan well told the New York Times that Ahmed-jan “did a good job, she worked in a very low-key way and worked hard to raise awareness about women’s issues.”

Reuters and Associated Press received phone calls, claiming responsibility for the attacks on behalf of Mullah Sadullah, a regional Taliban commander, but no confirmation of the claim has been possible.

Another caller, who identified himself as Taliban commander Mullah Hayat Khan told Al Jazeera that Ahmed-jan was killed because she worked for the government.

The Taliban-led insurgency has stepped up attacks in recent months, killing hundreds of people this year.

Last week, 19 Afghans working for reconstruction projects in the region were killed after their bus was ambushed. The Governor of Paktia province, a close associate of President Karzai, was killed in a suicide bombing on September 10.

Attacks on schools have also been stepped up. According to the Afghan education ministry, there have been 158 attacks on schools this year, compared to 146 last year. The attacks on schools are believed to be due partly to the Taliban’s opposition to educating girls, as well as a way to undermine the Afghan government and it’s reconstruction efforts.

Twelve suspected militants and two Afghan police officers were reported killed on Monday in separate incidents which also left eight others and a U.S. soldier wounded.

“People are scared, of course,” Ahmad-jan’s co-worker Haidar said, “How can we feel secure when the head of our department is killed in front of her house?”
