The United States Senate Committee on Finance approved a proposal to reform health care on Tuesday, clearing it to move forward. The bill passed by a 14-9 vote, gaining support from the committee’s thirteen Democrats, and one Republican.

Senator Olympia Snowe was the only senator from the Republican party to back the bill. However, she said this might change as the bill moves through Congress.

President Barack Obama, who supports the bill as part of his effort to overhaul the country’s health care system, welcomed the committee’s vote. “We are closer than ever before to passing healthcare reform but we are not there yet. Now is not the time to pat ourselves on the back – now is the time to dig in further and get this done. In this final phase we should engage with each other with civility and seriousness that has brought us this far and that this subject deserves.”

The bill, which contains a ten-year plan with an estimated cost of US$829 billion, is aimed at lowering healthcare costs and increasing the affordability of insurance. Proponents will now seek to merge it with another bill from the Senate Committee on Health, Education, Labor and Pensions. Senate Finance Chairman Max Baucus emphasized, “Americans want us to craft a package that will get the 60 votes needed to pass.” He argued that the Finance bill was the best candidate to attract needed the centrist support.

Critics, however, have said that the proposed plan is too costly, and will cause the government to interfere too much into the private healthcare sector.

“We can now see clearly that the bill continues its march leftward,” said the senior Republican on the committee, Senator Charles Grassley. “This bill is already moving on a slippery slope to more government control of healthcare.”

    The US commander of the Multinational Security Transition Command in Iraq said that he had no knowledge of the National Strategy for Victory in Iraq document released by the US President. This, along with speculation that the document was chiefly authored by a public opinion analyst recruited by the White House have led to some critics claiming that the drafted ‘strategy’ is targeting US public opinion, not the Iraqi insurgency.

    The military, political and economic strategy for Iraq, outlined last week by President Bush in a speech at the Naval Academy in Annapolis, Maryland, was based by a 35-page document titled the National Strategy for Victory in Iraq. A metadata tag on the document posted on the White House website identified its author as a computer user ‘feaver_p’. It is believed to refer to Dr. Peter D. Feaver, a special advisor to the National Security Council staff.

    A political scientist at Duke University, Dr. Feaver analyzed public opinion polls about the Iraq war and attitudes towards war casualties. Dr. Feaver found that US public opinion will support military engagement abroad, despite growing casualties, provided that the public believed that the war was being fought for a worthy cause and that victory was achievable.

    Dr. Feaver was one of the people who helped “conceive and draft” the document, according to a White House staffer, who said that Meghan L. O’Sullivan, the deputy national security adviser for Iraq and Afghanistan, and her staff played a larger role. White House officials confirmed to the New York Times that the document’s “creation and presentation strongly reflected the public opinion research”.

    The document “reflects the broad interagency effort under way in Iraq” according to an NSC spokesman Frederick Jones and had received major contributions from the Departments of Defense, State, Treasury and Homeland Security, as well as the director of National Intelligence.

    On Friday, Lt. Gen. Martin Dempsey, whose Multinational Security Transition Command is responsible for building Iraq’s security forces, told reporters that he had seen the strategy document for the first time when it was released to the public. The White House had said that not all senior officers in Iraq had necessarily seen the document and Gen. Peter Pace, the chairman of the Joint Chiefs of Staff, has said that he had read and critiqued the document on several occasions.

    Earlier, replying to questions about the President’s strategy, White House press secretary Scott McClellan said that the document was an “inter-agency document” and an “unclassified version” of the administrations “strategy for victory in Iraq” published for the public to view.

    Christopher F. Gelpi, of Duke University, who co-authored Dr. Feaver’s work titled Casualty Sensitivity and the War in Iraq, stated, “The Pentagon doesn’t need the president to give a speech and post a document on the White House Web site to know how to fight the insurgents. The document is clearly targeted at American public opinion.” In their work together, Gelpi, Feaver and Reifler found that the most important factor which determines the US public’s tolerance for US military deaths in a war is the public’s beliefs about the likelihood of success, and a secondary, but still important, factor, was found to be the public’s belief in the rightness of a war.

    Kasey Keller made three crucial saves as nine-man USA drew 1-1 with ten-man Italy in an heart-pounding Group E match.

    The match was played in Kaiserslautern and there were many American fans present. Those who had seen the Czech Republic crush the USA 3-0 might have been surprised at the way the underdogs played against the Azzuri.

    Bruce Arena’s side began with a 4-5-1 formation and started the game with great energy, attacking from the first whistle.

    However; arguably against the play Italy scored first. A set piece 45 yards out was driven low and Alberto Gilardino got in front of his defender and glanced a header to the far post.

    USA got an equaliser on 26 minutes. Christian Zaccardo tried to clear a corner one way but skewed the ball the other. Own goal, Gianluigi Buffon did not move.

    Then there was a crucial turning point in the character of the game. Daniele De Rossi rose for a midfield challenge and hit Brian McBride under the left eye with what looked like an elbow.

    Blood streamed from McBride’s face. Uruguay referee Jorge Larrionda gave De Rossi a straight red.

    Larrionda went on to show two more red cards in the match which equalled a tournament record. There had only been three other Fifa World Cup games with three red cards: 1938 Brazil v Czechoslovakia; 1954, Brazil v Hungary; and 1998, Denmark v South Africa.

    For a few minutes McBride remained shirtless on the touchline while he received boxer treatment and three stiches for his cut. Italian manager Marcello Lippi replaced Francesco Totti with midfield tackler Gennaro Gattuso.

    With half an hour gone the own goal and De Rossi’s mistake had given the USA a massive advantage. But it appears they did not keep their heads.

    Ten minutes after Pablo Mastroeni had grazed the crossbar with a shot he made a horrible lunge at the ankles of Andrea Pirlo. Jorge Larrionda flashed the red again.

    Just before half-time the USA had neutralised their advantage. In less than one minute after the restart they were to hand the Italians the advantage.

    Eddie Pope was sent off after he received his second caution: two yellow cards equal one red card and now it was ten men versus nine.

    Lippi almost immediately got substitute Alexandro Del Piero on for one of his defenders to take advantage of their extra player. Arena brought on another defender and lined up 3-3-2. By 80 minutes this had become 8-0-0.

    For a game with so few players and so much drama there were very few chances. Only three shots were on target; all for Italy. USA had 8 shots; none on target.

    A statistic that suggests the draw was a tactical victory for the USA coach. Italy’s forward line was guilty of getting caught offside 11 times.

    Pirlo went close with a freekick and almost forced Carlos Bocanegra to head another dangerous dipping cross into his net; fortunately for Keller it clipped the bar.

    As the Americans were stretched further Kasey Keller made a couple of crucial saves from Lippi’s extra attacker. On 73 minutes he got one hand to a Del Piero header and then palmed away two-handed his long range drive.

    In the last 10 minutes Italy passed well and created a few chances to score. Vincenzo Iaquinta broke the offside trap, but failed to control the ball with only Keller to beat.

    On 90 minutes Gilardino headed wide under pressure from Steve Cherundolo.

    USA, despite playing the entire second half with 9 men might say they were unlucky not to get a second goal. A DaMarcus Beasley shot beat Buffon but was over-ruled because McBride was standing offside in the keeper’s line of sight.

    On USA attacks Landon Donovan kept the ball well which allowed respite from Italian attacks and spurred his team on to play further up the pitch, until their stamina cracked with ten-minutes left.

    The referee arguably was fair if not consistent. In the second half as both sets of players tired decisions appeared more based on necessity to be more lenient.

    Lunges were not whistled and there was an aggressive shirt pull in the USA penalty area that was ignored. In an earlier World Cup match, a Ukraine player had conceded a penalty and was sent off for doing this.

    The shared point meant either one of Italy or Czech Republic would qualify from Group E for the knock-out stage of the Fifa World Cup. USA next play Ghana: a win for Ghana would mean qualification while the USA would qualify if they won and Italy beat the Czech Republic.

    Choosing Upgrades For Your New Construction Home Five Things To Remember

    Recently my wife and I had a home built in a brand new sub division. The house was a semi custom home meaning we got to pick the upgrades, colors and features but didn’t get to choose the floor plan. Honestly, the process of building the house was very exciting. However, one of the most difficult parts was knowing what upgrades to choose from the extensive list of options. It was definitely very difficult to pick. However, we discovered a few things during the process that I thought I would pass along. Here they are…

    1. It is absolutely essential to choose a budget and stick to it. This is really tough since they will give you so many options. However, if you aren’t careful it is easy to spend tens of thousands of dollars more than you wanted to spend. For my wife and I, we had to sit down prior to our meeting with the design center and choose some of the options that were must haves and some that would be nice. We didn’t end up getting too many that weren’t on the must have list. It is always helpful if you ask the builder for a price list prior to your meeting with the design center.

    2. There are some upgrades that will build value in your home and others that won’t have any resale value at all. This is something to keep in mind but it shouldn’t completely control your decision making process. Choose what you like. Remember that almost every house is going to have some upgrades to it and that if you don’t choose anything your house might be too plain. Make choices that will give your house character and help to make it your home.

    3. Remember that there are some upgrades that you can do after the building process is done and there are others that you can’t (or will cost you a lot to do). If you think you might want speakers, cable jacks, plumbing or extra electrical outlets you will probably want to have the builder put them in for you since they can be very difficult to add later. On the other hand, adding some extra cabinets, changing out fixtures and putting up blinds are all things that you can do yourself after the building process is finished. Plus, you can probably save money by hiring someone other than the builder to do it for you.

    4. The builder will price the upgrades on the list according to their cost and their desire to do the upgrades. You will find that some upgrades seem like a great value while others seem overpriced. The overpriced ones are most likely ones that the builder doesn’t really want to do anyway. The same will apply if you ask the builder to make customizations to your home that they don’t really want to do. They may quote you a price but they will certainly charge you for their hassle.

    5. The builder makes a lot of money on ALL of the upgrades that they do. This is something to remember when looking to purchase appliances, fixtures, blinds and other items as part of the building process. If you buy these items through the builder you will most likely pay more than retail for the items and you will probably get less choice than you would if you just go to your local building supply superstore.

    These are just a few things that we learned as we walked through the upgrade process for our new home. We are now moved in and are continuing to make our house our home. Overall, we are happy with the upgrades we chose and we were able to stick to our budget. Something that is easier said than done.

    On Monday, the United States ride-sharing company Uber announced suspension of its experimental self-driving car program after one of the cars fatally struck a 49-year-old woman pedestrian in Tempe, Arizona on Sunday night.

    The company characterized the suspension of the program — in the Phoenix area and also in Pittsburgh; San Francisco; and Toronto, Canada — as a standard response in the wake of the accident. Uber released a statement that “Our hearts go out to the victim’s family. We are fully cooperating with local authorities in their investigation of this incident.” According to a spokeswoman, the company is also conducting its own investigation. It was reportedly the first time someone died in an incident involving a self-driving car.

    Elaine Herzberg was hit at about 10 pm local time (UTC -7) on Sunday when she walked into the street with her bicycle about 100 yards or less from a crosswalk. She died later in hospital. The Volvo car was operating autonomously. Sylvia Moir, chief of police in Tempe, told the San Francisco Chronicle that according to the human operator in the vehicle — Rafaela Vasquez, 44 — “it was like a flash”, there was no time to override the computer to take evasive action, the first indication was the sound of impact.

    The police stated the car was three miles per hour (mph) over a speed limit of 35 mph. According to Moir, recordings from the car’s video cameras indicated it would have been “difficult to avoid this collision in any kind of mode”. Moir told the San Francisco Chronicle that while she “[wouldn’t] rule out the potential to file charges” against Vasquez, “preliminarily it appears that the Uber would likely not be at fault in this accident”.

    Uber started its Arizona self-driving test program in February 2017, using vehicles that had been banned in California due to safety concerns. The next month one was involved in a collision while in self-driving mode after another car failed to yield the right of way; the Uber SUV rolled on its side.

    A couple from Vancouver, British Columbia, Canada has been arrested on charges of public mischief after listing their seven day old baby girl on the popular Internet classified ads website Craigslist.

    The listing claimed that the baby was unexpected, “healthy and very cute”. It asked CAN 10 000 for the baby. It also listed a phone number belonging to a stolen cellphone, which was used to find the couple.

    It was first noticed by a 62-year old grandmother browsing the website for furniture, who said “I was shaking, and I thought, ‘Come on, how did this even get through?'” The couple claimed that the listing, which has since been removed, was a hoax.

    The father, Jeremy Pete, had a history of car thefts and evasion of police, while the mother, 23-year-old Bethany Granholm, had convictions of property theft, fraud and impersonation. The parents have now been released, but charges are still being considered. The baby has been placed in provincial care.

    A suspected copycat incident occurred just four days later, also offering a seven-day-old baby girl for CAN 10 000 on Craigslist. This incident turned out to be a hoax, and no child was in danger.

    Last week saw a similar incident in Germany, where a couple listed a seven month old baby on eBay. In this case the police have launched a child trafficking investigation, despite the parents’ assertion that the listing was a joke.

    On Wednesday, Italian football club SSC Napoli announced Carlo Ancelotti as their new manager via their official website. Ancelotti has penned a three-year-deal with the Naples-based club.

    58-year-old Ancelotti has managed clubs in all the top five football leagues of Europe, winning league titles with English club Chelsea, French club Paris Saint-Germain, and Germany’s Bayern Munich. He has also won three UEFA Champions League titles in his career as a manager; two with Italian club AC Milan, and one with Spanish capital-club Real Madrid.

    Before joining Napoli, Ancelotti was Bayern’s manager, joining in 2016. Ancelotti led the Bayern team to Bundesliga victory but he was sacked in his second season in-charge, on September 28, 2017, after losing 3–0 against Paris Saint-Germain.

    Ancelotti’s predecessor at Napoli, Maurizio Sarri took the management role at Napoli in 2015 and led them to a second place finish in the Italian Serie A in the 2017–18 season. Napoli finished with 91 points, behind league winners Juventus.
