To wash your flokati rug, you should check the tag or manufacturer’s instructions to see if your particular rug requires special care.

Typically flokati rugs can be washed in a gentle, cold cycle with the very mildest of wool cleaning soap. Do not use hot water, abrasive detergents, or chlorine bleach when washing your flokati -these may discolor and damage the wool fibers of your flokati shag rug. After washing your flokati, you should air dry it – do not dry it in your drying machine because the heat will damage the wool fibers. The second International Student Olympiad in Neurosurgery for the prize of the Governor of Tyumen Oblast, Russia took place in the first week of April at the Federal Center for Neurosurgery in Tyumen. The competition was attended by 46 people from cities within Russia as well as from Aktobe, Kazakhstan. Wikinews attended the event, and talked to some of those involved.

This was the second consecutive student Olympiad in neurosurgery. Six of the country’s eight federal district capitals were reportedly scheduled to send contestants. The winners are awarded free tuition at the academic department of Neurosurgery at First Moscow State Medical University (First MSMU), also called Sechenov University.

Madina Bizheva, in her fourth year at Kabardino-Balkarian State University, won this second Olympiad. The other two places at Sechenov University were awarded to Oleg Titov, fifth year at the First MSMU, and Irina Borovikova, fifth year at Ural State Medical University. Bizheva said: “I give my victory to my mother, who inspired me to study at a neurosurgeon. After she had a stroke, the dream of becoming a doctor began to turn into reality. I was seriously preparing for the Olympiad. One hand rocked the child, the other held a book on neurosurgery. The chairman of the organizing committee of the Olympiad and the head physician of the center, Albert Sufianov, is also the head of the academic department of neurosurgery in the First MSMU. The three best performers in this contest are awarded the opportunity to study for free in his department in the residency of the Sechenov University.

The event was supported financially by Tyumen Oblast. The new governor of the region, Alexander Moor, during his message to the regional parliamentarians read out on November 22, just offered to diversify the economy, reducing the focus on oil and gas from the third Baku and cultivating medical tourism: “Now the annual volume of our exports — non-row materials and non-energy — has come close to a billion dollars. According to Professor Sergey Dydykin, who is both co-chairman of the organizing committee and head of the academic department of operative surgery and topographic anatomy of the First MSMU, in the United States and Europe it is not customary to teach manual skills, such as manual surgical techniques, to undergraduates; conducting surgical competitions for students is a Russian practice.

During the Olympiad, students had to perform simulated practical tasks. For example, in the final part of the competition, the contestants had to mill away the shell of a raw egg without damaging the membranes beneath. This exercise simulates endoscopic drilling.

According to Sufianov, the Olympiad shows young people the “social elevators” available to them. He suggesnted student Ibrahim Salamov as an illustration of his words. A year ago, this native of the Dagestan village took first prize, and he is now one of the organizers of the Olympiad.

Regarding which part of the competition was most difficult for aspiring neurosurgeons, Sufianov said it was English language. From his view, this is a nationwide problem in Russia — there are many skilled surgeons in the country, but their knowledge of foreign languages is not very strong. In his opinion, a specialist has almost no chance to become a very high level professional without knowledge of English.

Alexander Gagay of Yekaterinburg, who took third place last year, is currently a fourth year student at Ural State Medical University. This year, he said, he came to support his fellow Yekaterinburgers. In his opinion, the most difficult part was the theoretical tasks, and not English. In his view, the federal neurosurgery centers like Tyumen created within the framework of the national health project are on the same level with their foreign counterparts. In his view, there are strong opportunities to become a very good specialist without leaving Russia.

Several people returned to the Olympiad after attending last year. One is Denis Kovalchuk, a sixth year student at Buryat State University. He said he was interested in neurosurgery from the first year, but in his home region there are no suitably equipped facilities as there are in Tyumen. Kovalchuk also said that, after the first Olympiad, a community of young neurosurgeons emerged on social networks, numbering about 400 people. Students exchange professional literature in it and give each other tips for use in practical situations.

This year, the jury decided two participants in addition to the official winners performed at such a high level and Albert Sufianov provided them with his personal grant for residency training at First MSMU. These were Ivan Shelyagin and Valentina Sidorenko from Tyumen State Medical University.

The announcement caused an impassioned discussion about the civil rights leader’s work, the problems facing the black community and whether Sharpton helps or hurts his cause. Opinion was divided. “He’s an opportunist.” “He only stirs things up.” “Why do I always see his face when there’s a problem?”

    Shankbone went to the National Action Network’s headquarters in Harlem with this Thanksgiving discussion to inform the conversation. Below is his interview with Al Sharpton on everything from Tawana Brawley, his purported feud with Barack Obama, criticism by influential African Americans such as Clarence Page, his experience running for President, to how he never expected he would see fifty (he is now 53). “People would say to me, ‘Now that I hear you, even if I disagree with you I don’t think you’re as bad as I thought,'” said Sharpton. “I would say, ‘Let me ask you a question: what was “bad as you thought”?’ And they couldn’t say.     On November 16, code-sharing and hosting service GitHub re-enabled the public access to youtube-dl repository, a software which can download videos from the internet via the command-line. This move comes after Mitchell Stoltz, a Senior Staff Attorney of the Electronic Frontier Foundation (EFF), sent a letter to GitHub on the behalf of youtube-dl’s maintainers. The repository was previously blocked on October 23, after GitHub received a Digital Millennium Copyright Act (DMCA) take-down notice from the Recording Industry Association of America (RIAA).

    Started in July 2008, youtube-dl is a free/libré open source software written in Python which can download videos from various websites. Citing alleged violation of 17 U.S. Code § 1201 Circumvention of copyright protection systems, RIAA’s takedown notice had alleged youtube-dl was intended to circumvent the technological protection measures of streaming services and to redistribute music videos without authorisation. youtube-dl’s source code had a number of unit tests to check if the software works in different circumstances or not. Some of the test cases included URLs of some copyrighted songs.

    In the letter to GitHub, EFF’s attorney Stoltz said “This file contains series of automated tests that verify the functionality of youtube-dl for streaming various types of video. The youtube-dl source code does not, of course, contain copies of these songs or any others […] the unit tests do not cause a permanent download or distribution of the songs they reference; they merely stream a few seconds of each song to verify the operation of youtube-dl. Streaming a small portion of a song in a non-permanent fashion to test the operation of an independently created software program is a fair use.” The letter stressed “youtube-dl does not decrypt video streams that are encrypted with commercial DRM technologies”.

    The URLs to copyrighted songs were removed from the source code on November 16, and replaced with a test video that uploaded on YouTube by Philipp Hagemeister, former maintainer of youtube-dl. Philipp Hagemeister had previously spoken about the takedown with Wikinews.

    youtube-dl comes with a small JavaScript interpreter where it acts as a web-browser would behave while receiving video data from the server. The script has “extractors” for various websites to handle videos from different sources. “Any software capable of running JavaScript code can derive the URL of the video stream and access the stream, regardless of whether the software has been approved by YouTube”, the letter read. It borrowed an analogy of Doors of Durin from J. R. R. Tolkien’s Lord of the Rings for explanation: travelers come upon a door that has writing in a foreign language. When translated, the writing says “say ‘friend’ and enter.” The travelers say “friend” and the door opens. As with the writing on that door, YouTube presents instructions on accessing video streams to everyone who comes asking for it.

    Hours after the public access was restored, Sergey M, one of the maintainers of youtube-dl wrote on GitHub, “We would like to thank @github for standing up for youtube-dl and making it possible to continue development without dropping any features. We appreciate [GitHub] for taking potential legal risks in this regard. We would also like to thank [EFF] and personally [Mitch Stoltz] for invaluable legal help. We would also like to heartily thank our main website hoster Uberspace who is currently being sued in Germany for hosting our essentially business card website and who have already spent thousands of Euros in their legal defense.”

    Hours after GitHub restored the public access to the repository, Stoltz tweeted “I think of youtube-dl as a successor to the videocassette recorder. The VCR empowered people to take control of their personal use of free-to-air video, but it had to be saved from the copyright cartel. The same goes for youtube-dl. GitHub did the right thing here.”

    youtube-dl is used by thousands of people around the world. Multiple Creative Commons-licensed and public domain videos on Wikimedia Commons are uploaded via a tool called video2commons, which relies on youtube-dl to download media. youtube-dl also lets users download videos from LiveLeak — a video-sharing platform for citizen journalism. Videos downloaded using youtube-dl are also used for the purpose of fair use, or for evidence. When a copyright holder chooses to release their work, be it a photograph, a video, or audio, under a Creative Commons Attribution (CC BY) license, they allow everyone to freely own, share or modify the work as long as the reusers properly attribute the author of the work. YouTube also hosts many audio and video recordings in the public domain which can be used for any purpose without any restrictions.

    In the blog post announcing “youtube-dl is back”, GitHub said, “Although we did initially take the project down, we understand that just because code can be used to access copyrighted works doesn’t mean it can’t also be used to access works in non-infringing ways. We also understood that this project’s code has many legitimate purposes, including changing playback speeds for accessibility, preserving evidence in the fight for human rights, aiding journalists in fact-checking, and downloading Creative Commons-licensed or public domain videos.”

    GitHub also announced any new 1201 takedown notices will be “carefully scrutinised by legal experts” to reject “unwarranted claims”, and said it will side with software developers if the claims are ambiguous. The announcement also mentioned GitHub Trust and Safety team would treat developer’s tickets as a “top priority”. GitHub also pledged donation of USD 1 million for developer defense fund “to help protect open source developers on GitHub from unwarranted DMCA Section 1201 takedown claims”.

    GitHub had blocked public access to many forks of youtube-dl upon receiving the DMCA notice in October. Wikinews notes public access is not yet restored for the forked repositories listed in RIAA’s copyright notice and still displays “Repository unavailable due to DMCA takedown”.

    During the period when GitHub had disabled public access for the repository, Sergey M had been developing youtube-dl and hosting it on GitLab, another code-sharing and hosting site. However, since GitHub has restored public access of youtube-dl, Sergey M has made the GitLab repository private.

    After this, Wikinews reached out to Richard Stallman, the founder of Free Software Foundation, who has been highly critical of DRM (digital rights management, the subject of the DMCA) for many years now, to discuss the harms of DRM and DMCA 1201.

    Carcinogenic Skin Moisturizers And Finding All Natural Alternatives

    A skin moisturizer caused an increased rate of cancer tumor formation according to a tumor biology study published in the Journal of Investigative Dermatology in August of 2008. The results came as no surprise to some people.

    Experts from the Environmental Working Group (EWG) and other public safety organizations have been trying to warn consumers for years about the dangers lurking in their medicine cabinets. Ingredients commonly found in moisturizers and other skincare products are known to cause cancer, cellular mutations, nerve damage, organ failure and birth defects.

    Due to lax cosmetic industry regulations, companies are allowed to include all but a handful of highly toxic ingredients in their formulas. The ingredients are allowed because of an old mistaken belief.

    Although some traditional healers have known better for thousands of years, relatively modern scientific theory held that cosmetic ingredients could not penetrate through the skin s outer layers.

    Many major cosmetic companies still adhere to that theory. That s why the companies have been allowed to use toxic ingredients. Why not change the formula?

    It s hard to say why companies steadfastly refuse to change their formulas. Money probably has a lot to do with it.

    The retail price of a skin moisturizer is determined by several factors. The cost of the ingredients is one factor. The cost of advertising and marketing is another. If the product is sold by a retailer, rather than directly through the manufacturer, there is the cost of mark-up.

    In order to change their formulas, many cosmetic companies would have to start over from square one. That means they would have to do the necessary testing, research and development. That would add more to their costs. Prices would go up. Customers might stop buying.

    What are the most hazardous cosmetic ingredients? Researchers used more than one skin moisturizer in the 2008 study. They contained different ingredients. Some of the compounds that may have contributed to the tumor formation are parabens and sunscreens.

    Petrolatum was present in all of the moisturizers. According to the EWG, the biggest petrolatum concern is the contamination risk. Petrolatum is a byproduct created when crude oil is converted to gasoline. During the manufacturing process, cancer-causing chemicals may contaminate the petrolatum. Although most companies use acceptable purification methods, there s just no way to be sure. A chemical assay is not required before distribution.

    Parabens have been found in tumors before. Some sunscreens are known to penetrate through the skin s outer layers and cause cellular mutations that can lead to the formation of a cancer cell.

    So, what kind of skin moisturizer is safe? There are lots of safe creams and lotions on the market. In order to be sure, you can evaluate the label of ingredients or look for a manufacturer that has signed the Compact for Safe Cosmetics. Companies signing the Compact agree to adhere to the European Union s stricter cosmetic regulations. Their products do not contain ingredients that are known to cause cancer, cellular mutations, nerve damage, organ failure or birth defects.     Back in 2003, inspectors had discovered several sites in Iran that tested positive for highly enriched uranium, but the uranium was believed to have come from equipment that was previously from Pakistan.

    On Friday, Reuters published a report quoting UN diplomats from Vienna who wish to remain anonymous alleging that preliminary analysis of microscopic dust collected from equipment at the now razed Lavizan-Shiyan research center in Iran in January of 2005, contained traces of “highly enriched uranium”. “It’s no smoking gun. There could be many explanations. But it increases pressure on Iran to come clean about Lavizan,” Reuters reported the European diplomat as stating.

    According to the Islamic Republic News Agency, Mohamed ElBaradei, the head of the IAEA, said today that the finding of the highly enriched uranium is “of little significance at the current juncture.” ElBaradei also pointed out that the investigation into where it came from is continuing and that the uranium could have come from equipment that was imported to Iran, but that “time is still needed to reach a conclusion in this respect.”

    ElBaradei also highlighted that he is aware of the right for Iran to use nuclear material for “peaceful purposes” and that “a balance between Iran’s nuclear rights and concerns of the international community would not be created through verbal disputes, but rather dialogue would be the solution.”

    Speaking on Friday about the allegation, former UN weapons inspector and former head of the Institute for Science and International Security, David Albright said, “even if it is the same contamination, this is a significant finding because it indicates something was going on at Lavizan. It could be part of Iran’s known centrifuge program or a parallel program.”

    In response, Iran’s Foreign Ministry spokesman, Hamid Reza Asefi asserted, “these comments lack any importance and do not come from a real source.” Denying that his country had carried out any work at the Lavizan-Shiyan facility, Asefi added that the UN claims were “baseless and without importance.”

    On Friday Iran’s President, Mahmoud Ahmadinejad responded to the UN allegations saying, “they are trying to frighten our country by waging a propaganda campaign using strong words. The people of Iran and the country are not afraid of them” and that “this whole thing is just psychological propaganda, but they know the Islamic republic nation of Iran is a strong nation. I think they have better sense than to have a war with Iran. Every country has the right to defend its right in accordance with the agreed way.”

    Iran started to enrich uranium at its Natanz nuclear facility April 11, and continues to claim its program is for peaceful purposes.

    U.S. Defence Secretary Robert Gates warned that limiting funding for the United States efforts in Iraq could lead to more bloodshed in the Middle Eastern country. In an interview with radio talk show host Laura Ingraham, he said it might even lead to ethnic cleansing in Bahgdad and elsewhere in Iraq.

    Gates’ comment followed a proposal from Senate Majority Leader Harry Reid to end most spending on the Iraq war in 2008, limiting it to targeted operations against al Qaeda, training for Iraqi troops and U.S. force protection.

    Sec. Gates also said that the duration of the troop increase is not clear and that evaluating whether the Administration’s new strategy was working will have to wait till mid-summer. Posts for some body shots of you, headshots of you or pictures in which you are wearing different items like swimsuits, gowns, casual wear and the like.     The 7th Taipei International Hardware & DIY Show, organized by Kaigo Taiwan (The representative of Koelnmesse in Taiwan) and Koelnmesse GmbH, started on October 18-20 at Taipei World Trade Center Exhibition Hall 3. This show has 183 participants using 300 booths to exhibit accessories and tools on esoteric fabricating, home-living applications, and security.

    With people in Taiwan valuing on the quality of home-living, the organizer set a pre-show pavilion of “2008 Taipei Home & Lifestyle Fair” and invited B&Q & HomeBox holding DIY workshops for visitors.

    This exhibition is conjuncted with industry and applications, and pursuing with three main topics of “Quality, Innovation and Competitiveness”. International factories such as Hitachi, Rexon, Ryobi participated this show for the export opportunity in the hardware industry.

    After the “Product Certificates and Testing” pavilion in TAITRONICS Autumn, Bureau of Standards, Metrology & Inspection, M.O.E.A., R.O.C. (Taiwan) and DIY in Europe magazine were invited for speeches focused on certifications on hardware & DIY products and environment issues in EU.
