Japanese officials have admitted for the first time that certain radiation-stricken areas around the crippled Fukushima Daiichi nuclear power plant may remain uninhabitable for decades. Japanese media this week reported that embattled Prime Minister Naoto Kan is to visit affected areas within days to tell residents and local officials that it will remain too dangerous to return to parts of Fukushima Prefecture in the foreseeable future.

We cannot deny the possibility that there will be some areas where it will be hard for residents to return to their homes over a long period of time.

Chief Cabinet Secretary Yukio Edano said, “We cannot deny the possibility that there will be some areas where it will be hard for residents to return to their homes over a long period of time.”

The dangers of radiation exposure in certain areas are expected to remain unacceptably high well after the plant finally undergoes a cold shutdown in the coming months. A final decision on which areas are to be declared off-limits will be made following detailed radiation monitoring and the creation of a comprehensive decontamination plan. Japanese officials have so far declined to specifically name any areas likely to be affected.

Scientists have for months warned of such an eventuality following the meltdown of three reactors at the Fukushima site in March. The government, criticised for its management of evacuations in the wake of the disaster, had hoped to lift current evacuation orders for most areas around the plant. However, it cannot do so amidst dangerously elevated radiation readings, including in the town of Okuma, situated about three kilometres from the Fukushima site, where cumulative radiation levels are over 25 times higher than government-mandated limits.

Media reports have also focused on uncertainty surrounding compensation for the many thousands of residents affected by the ongoing evacuations. The government may possibly purchase or rent the properties of those who cannot return to their homes and businesses.

Although the plant operator, the Tokyo Electric Power Company, has recently claimed radiation leaks from all three reactors have declined, concern continues to mount over the true scale of contamination. Scientists have detected widespread contamination of topsoil on agricultural land, further jeopardising the future habitability of significant areas, and uncertainty remains as to the true extent of radioactivity in numerous areas.

“Caesium-137, the main radioactive element thrown out during the various explosions, has a half-life of 30 years, and it is not going to disappear overnight,” said Didier Champion, a French nuclear safety expert.

    In a TIME magazine article, reporter Matthew Cooper claimed he learned that Plame worked with the CIA through a conversation with Karl Rove. However, he denied that Rove directly named Valerie Plame. He also revealed that he discussed Plame with Lewis Libby, the deputy Chief of Staff for the U.S. Vice-President Dick Cheney.

    The revelation corroborates Rove’s testimony to the grand jury, leaked to several news sources, that he learned of Plame’s name from Robert Novak and another journalist (Rove testified that he cannot remember which one), and that he did tell Cooper in a later discussion that Joseph Wilson’s wife worked for the CIA, though he testified he never mentioned Plame by name.

    In a Sunday MSNBC Meet the Press broadcast, Cooper said he secured a more specific written waiver from two sources, Rove and Libby, which led him to reverse his earlier refusal to cooperate with the federal grand jury investigation into the CIA disclosure of Plame. This second waiver was signed only hours prior to the contempt of court proceedings that would have put him in jail, the fate of the New York Times reporter Judith Miller who refused to reveal her sources to the same court. He said during the broadcast there were other White House sources as well, but declined during the interview to disclose their names.

    The waiver Cooper secured releases him from the secrecy of grand jury proceedings. He wrote a 1st person account of the conversation with Rove that was published Sunday on the TIME Online Edition. In a marketing move made by TIME, they turned the high interest in the story into an online money maker by charging $1.99 for access to the story. 6 print issues of the magazine come with the purchase.

    Today, after two years of waiting, American iPhone users are finally able to send and receive MMS messages. This long awaited feature has caused Apple and AT&T a great deal of grief from its user base. Originally the grief was directed at Apple for the lack of inclusion on the device, but as time progressed AT&T was faulted for lack of support.

    When the iPhone was released in June of 2007, it lacked one feature that was widely available on other devices: MMS or Multimedia Messaging Service. This standard, similar to the all text SMS standard, allows users to send and receive video, audio, and picture files on their mobile phones. MMS was launched in 2002 and by 2007 was a common feature on most new mobile phones. It was not until June 2009, with the release of iPhone OS 3.0, that the devices also had the capability to send and receive these multimedia messages. Unfortunately for American iPhone users, all of whom use AT&T because of an exclusive agreement between the phone company and Apple, AT&T did not allow iPhone users to use this feature; that changed today.

    Current iPhone users simply need to update (from iTunes) and reboot their device in order to enable MMS. AT&T was originally concerned about not having the network capacity to handle the data demand of all the MMS messages and in Wikinews’ own testing this seems to be a valid issue. The ability to send and receive MMS messages was functional, but by midday Friday (PST), AT&T’s network was extremely slow, with messages taking in excess of two minutes to send. Tests over AT&T’s 3G network showed upload and download speeds nearly halved what they were just a few days prior.

    Gunmen today opened fire in a Mexico City restaurant, killing a top police official in charge of monitoring the country’s illegal drug trade, as well as one of his bodyguards, Mexican officials said. The attack is the latest waged against authorities attempting to fight Mexico’s powerful drug cartels.

    Security officials in Mexico City say the attack occurred as Igor Labastida Calderón, commander of the federal police‘s Traffic and Contraband division, was eating lunch with one of his bodyguards, Jose Maria Ochoa. According to Minerva Amado, spokesperson for the attorney general’s office, two unknown subjects got out of a black vehicle, entered the restaurant, and opened fire on Labastida Calderón.

    Reports differ on who else was injured in the attack. Amado said two other bodyguards were injured and hospitalized, while Mexico City newspaper El Universal reports that three civilians were injured.

    The motive for the attack remains unclear. No arrests have been made so far, as police continue to search for the assailants. Federal police have refused to comment.

    President Felipe Calderón has sent over 20,000 troops throughout Mexico in an attempt to take back areas controlled by the country’s drug cartels. Since Calderón took office in December 2006, more than 4,000 people have been killed by these drug cartels, allegedly including federal police chief Édgar Millán Gómez, whose May death was attributed to the Sinaloa Cartel.

    The University of Oxford is preventing students from accessing the legal, peer-to-peer online music service Spotify. Officials in the university’s Computer Services department (OUCS) say too much of the network’s bandwidth is taken up by people using such services, slowing down the network for others.

    Spotify, which has more than 2.7 million users in the UK, allows users to listen to music stored on other users’ computers over the internet, either for free with adverts, or without adverts for a monthly fee. While the university allows students to use its network for free for academic purposes, it places restrictions on peer-to-peer sites, where data is shared between many connected computers rather than being downloaded from a central source, as these require more bandwidth.

    Students were said to be unhappy with the move. One said that she was “shocked” at the ban, another called it “discrimination against music lovers”, and another said that he could “see nothing wrong” with students using Spotify, as “it’s not as if every single person is on it every single hour of the day.” There were reports, however, that the ban had inconsistencies, with students at some colleges still able to connect to the service.

    A university spokeswoman said: “The university provides free internet access for students because it’s an educational resource. If they want to use it recreationally as well that’s no problem unless it uses so much bandwidth that it slows the network down.” OUCS added, “Bandwidth that seems insignificant for one user will soon add up when scaled up to the many thousands of users connected to Oxford University’s networks. It is one thing attempting to justify a network upgrade on the basis of a genuine academic requirement, such as the petabytes of data expected from CERN when their latest collider comes online.”

    In response, Spotify said: “We’re sad to think of our student friends at Oxford University unable to listen to Spotify whilst on campus. We’re talking to the university about how we can help them give the music back to their students.”
