Rhode Island will receive US$90 million in funding from the United States federal government to support unemployment benefits in the state.

Rhode Island’s Department of Labor and Training stated on Wednesday that it requested the line of credit because the account utilized to provide funding to unemployed individuals in the state had decreased to only $2 million; enough to last only a few days.

Unemployment insurance customers will not experience any delays in receiving their weekly payments.

In a statement released by the Department, the agency said: “Unemployment insurance customers will not experience any delays in receiving their weekly payments.”

Unemployment in Rhode Island was 12.8 percent in August 2009 – the third-highest rate in the United States. During the first eight months of 2009, Rhode Island’s state unemployment insurance trust fund has provided over $300 million in unemployment benefit funding.

In addition to Rhode Island, 20 other states have outstanding balances on money they borrowed from the Federal Unemployment Account of the United States Department of Labor. Rhode Island has an outstanding balance of approximately $90.68 million due to the account. The loans are interest-free until December 2010.

    Hundreds of thousands of air travelers had their travel plans disrupted in Europe by volcanic ash from the Eyjafjallajökull eruption.

    Tens of thousands of air travelers were stranded when all flights into and out of the United Kingdom were grounded, as it became one of the first nations to be affected. The grounding was even more extensive than that following the September 11 attacks of 2001 when only trans-Atlantic flights were canceled.

    Eurocontrol released a statement saying “…most air traffic in the United Kingdom, Ireland, Denmark, Norway and Sweden is suspended.”

    The grounding is because the volcanic ash drawn into the jet stream is of a particle size which allows it to remain aloft in the atmosphere. Ingestion of this foreign matter, because of its distribution, would lead to flame outs in all aircraft engines. The composition of the ash also means that it would first melt into glass if it were to enter the engine of an aircraft before solidifying again as it cooled. This could lead to damage to the compressors and fan blades, which would make it impossible to restart the engines, even if the aircraft were to exit the cloud.

    The current contingency is informed by the experience of British Airways Flight 9, which on June 24, 1982 suffered just such complete engine flame outs when it flew through the plume of Mount Galunggung in Indonesia. In that case, the flight crew after many efforts was able to restart the engines, though one failed shortly after, and the aircraft landed without casualties.

    The UK National Air Traffic Services (NATS) has stated that “restrictions will remain in place in UK controlled airspace until 1300 (UK time) tomorrow, Friday 16 April, at the earliest,” and that “We will review further Met Office information and at 0230 (UK time) tomorrow we will advise the arrangements that will be in place through to 1800 (UK time) tomorrow.” The NATS statement concluded “…the situation cannot be said to be improving”.

    In addition to Northern Europe, the ash is drifting south; Berlin and Hamburg airports in Germany are closed, and airports in the Netherlands, Belgium and Northern France are described as now being closed or closing. Some flights from Spain and Portugal, together with upwards of 4,000 flights across Northern Europe, have been affected, and the knock-on effect of aircraft and crews out of position could disrupt air travel worldwide for up to 72 hours.

    One affected group are British musicians booked to play at this weekend’s Coachella Festival in California. Amongst those stranded are Frightened Rabbit, Gary Numan, The Cribs and Bad Lieutenant.

    The left wing of the Industrial Palace (Pr?myslový palác) – central building of the Prague Exhibition Grounds (Výstavišt?) in the capital city of Czech Republic was destroyed by fire yesterday night. The fire began at the roof and flames were visible from kilometers away. Two hundred firefighters fought the fire and got it under control in less than three hours. Two firefighters suffered minor injuries.

    The left wing of the Art Nouveau building was destroyed, the roof and most of enclosure walls collapsed. The amount of damage can rise up to 1 billion Czech crowns (approx. 40 million euro). Although a student music festival was organized in close surroundings, none were injured.

    Mayor of Prague Pavel Bém promised the city will rebuild the Palace, but refused to comment immediately on the view of the new or renewed building.

    The Industrial Palace was inaugurated in 1891. It was the biggest building on the exhibition grounds. Architect Bed?ich Münzberger used the glassed-in steel structures for the first time in the Czech lands. The building was 238 meters long and its main tower was 51 meters tall. It was used mainly for trade fairs and exhibitions, but also for concerts and other culture events.

    The cause of the fire is under investigation, and could take a week to discover the cause. Press reports suggest the fire is connected to the October 9 murder of businessman Václav Ko?ka junior, whose father is engaged in the Incheba company and has been leasing the exhibition grounds since 2001. Václav Ko?ka senior is a friend of former Czech prime minister Ji?í Paroubek. However, authorities mentioned an accident – explosion of pressure gas cylinder – was the probable cause. Incheba said they have video of the explosion recorded from the security cameras.

    Methane gas was blamed for the explosion deaths of 8 miners in southern Polish‘s Halemba coal mine Tuesday, November 21. Officials say at least 15 are missing.

    Rescue efforts were halted because dangerously high levels of methane gas returned, according to Zbigniew Madej, spokesman for state-owned Coal Co., which operates the mine.

    The missing miners’ locater devices were not emitting signals, increasing rescurers’ concerns for their well-being. Grzegorz Pawlaszek, head of Coal Co., said the 15 missing miners’ fate is “not known,” but added that “there is a chance to find someone still alive.”

    “This is a tragedy. People have died here,” Polish Prime Minister Jaroslaw Kaczynski said when he came to Ruda Slaska to see the blast.

    Earlier Wednesday, a reconnaissance rescue team descended 3000 feet toward the blast scene, only to retreat because of safety concerns related to high methane gas levels. Rescue digging efforts were also halted because of explosion concerns.

    The missing men were aged 21-59. One of the miner’s family members, Andrzej Pytlik, 30, remained on scene with his sister, hoping and waiting for news of her husband, Krystian Gaszka.

    Pytlik, also a miner, said through teary eyes that, “I work in the mines and I know that hope is scant because that’s the truth.”

    The explosion occurred in a closed portion of the mine where the now-missing miners were working to retrieve abandoned equipment. According to Pawlaszek, the value of the equipment was $23 million, adding that “It was new equipment and that is why we decided to retrieve it.”

    He indicated that the recovery work was performed under the supervision of gas detection specialists, and that the bodies of the recovered miners were difficult to identify because of the severity of burns and because their ID tags were blown away in the explosion.

    The Halemba mine, located in Ruda Slaska, has produced coal for nearly 50 years, has been fraught with safety concerns and has a track record of serious accidents. One of the oldest mines in Poland, it is centrally located in the industrial Silesia region.

    Earlier this year, a miner was trapped underground in the Halemba mine five days after a cave-in. In 1990, 19 miners were killed and 20 hurt in a gas explosion, and five were killed in collapse in 1991.

    Inside, priests and mining officials were comforting and counseling with distraught relatives. Outside, eight white candles flickered on a main gate wall.

    Six whales have died after becoming stranded on a southwest Australia beach, one day after conservation officials attempted to rescue them.

    A pod of about 90 long-finned pilot whales were stranded on Hamelin Bay Tuesday. More than 70 of the mammals died, along with four dolphins, but about 10 whales were guided back out to sea by officials from the Australian Department of Environment and Conservation.

    Six of the rescued whales washed up on a different beach less than a day later. Three died of natural causes Wednesday, and the other three were shot by veterinarians due to their poor condition.

    About 180 volunteers, wildlife officers and veterinarians participated in the Tuesday rescue effort, but officials said there had always been a risk that the whales could be stranded again. “It is frustrating, there is a lot of effort by the community and by DEC staff, it is a frustrating process when that happens but it’s not totally unexpected,” said John Carter, state conservation department officer.

    The other four whales rescued Tuesday are still believed to be at sea, and department officials are monitoring the ocean to verify their safety.

    Almost 500 whales have died in five mass beachings over the last five months. The West Australian coast has seen 21 mass whale and dolphin strandings since 1984, according to the department.

    The whales tried swimming back to shore shortly after the Tuesday rescue, but conservation officials guided them to deeper waters with the hopes that they would stay out at sea. Scientists cannot explain what draws whales so close to shore.

    The whales were stranded Wednesday in a remote location where conservation officials could not transport rescue equipment. At least one of the whales was attacked by sharks, officials said.

    In what appeared to be a hostage situation ended in tragedy this afternoon in the quiet Massachusetts town of North Reading when the body of a 72-year old man, Roaldas Baran, and his 65-year old wife, Zinaida Girdauskiene, were found dead in an apparent murder-suicide at 14 Country Club Road.

    The situation began when a neighbor heard four gunshots and a woman screaming and called 9-1-1. Police arrived at the home, and encountered the 72-year old man standing over, a brief conversation was held with the man who then went back inside the house. Then a fifth shot was fired. The SWAT team of the North Eastern Massachusetts Law Enforcement Council was brought in to clear the house and evacuate the surrounding houses. The Massachusetts State Police was also on hand.

    Martha Coakley, the District Attorney for Middlesex County, reported on what was found upon the SWAT team entering the house.

    “In the bedroom, lying, apparently a victim of several gunshot wounds, was a female. We know her to be approximately 65-years-old. In the kitchen on the floor, also apparently the victim of a suicide, was a male we know now to be approximately 72-years-old who was her husband.”

    Emily LaGrassa, Coxley’s spokeperson said the man apparently shot the woman and turned the gun on himself. Two guns were recovered.

    North Reading Police had been called to the house once before in August 2004. The North Reading police are currently investigating further.

    Researchers say that new, ten million-year-old fossils found in Ethiopia, prove that the theory that humans may have evolved from a species of great apes eight million years ago, may not be true, but that humans may have split from apes as long as 10.5 million years ago.

    At least nine fossilized teeth, one canine tooth and eight molars, of a previously unknown species of apes found in Africa were discovered by a team of researchers from Ethiopia and Japan who then compared the 3-D make up of the teeth to other fossils that date back as far as 8 million years and found that the fossils are likely a “direct ancestor” of apes currently living in Africa and that the new ape fossils were that of a species of gorilla who ate mostly plants high in fiber.

    Current fossils and research say that the evolutionary split from apes to humans occurred at least eight million years ago. The new fossils say that the split may have happened as long as 10.5 million years ago.

    “Based on this fossil, that means the split is much earlier than has been anticipated by the molecular evidence. That means everything has to be put back,” said researcher at the Rift Valley Research Service in Ethiopia and a co-author of the study, Berhane Asfaw.

    Despite the finds, other researchers are not convinced that the findings are correct.

    “It is stretching the evidence to base a time scale for the evolution of the great apes on this new fossil. These structures appear on at least three independent lineages of apes, including gorillas, and they could relate to a dietary shift rather than indicating a new genetic trait,” said a Professor at the London Natural History Museum in the United Kingdom, Peter Andrews who also added, “but the fossil evidence for the evolution of our closest living relatives, the great apes, is almost non-existent.

    Researchers have named the newly discovered species Cororapithecus abyssinicus whose remains were found in the Afar Region of Ethiopia, the same place where the remains of Lucy were discovered in 1974.

    Peter Costello’s budget announcement has led to rejoicing for small businesses, but the lack of joy for those pushing for radical corporate taxation reform has led to many businesses asking “what about us?”

    Personal taxation and small business have been the big winners after this year’s federal budget. Although dampened by the twin economic threats of rising interest rates and petrol prices, there should be a reasonable amount of real income savings for both low and high income earners, with those receiving Medicare, or a superannuation benefit, privy to an even lower level of taxation (0% for those on super benefits).

    Small business also has benefited from the Howard government’s 11th annual budget, with them receiving a higher level of reducing depreciation, leading to a higher level of deductions in the years following the uptake of new technology or other capital. They are also privy to a AU$435 million dollar tax cut to compensate for their changing accounting requirements under the government’s new AIFRS reporting standards, as well as increasing the uptake of both the small business tax relief scheme and CGT (Capital Gains tax) Concessions.

    The budget was not a complete loss for big business however, as superannuation laws have been tweaked to streamline contribution and payment rules previously impeding those with multitudes of staff.

    But this is not enough, says Big 4 accounting firm Ernst & Young. In their newly published paper “Taxation of Investment in Australia: the need for ongoing reform”. In it they lead the charge for a greater streamlining and organization of the corporate tax system in Australia, submitting that it will lead to reductions in “disincentives to work save and invest in Australia [as well as improving] the international competitiveness of Australian businesses.” This follows from a recent report brought out by Mr. Costello himself about the need for tax reform in Australia.

    A budget night Mr. Costello was notably coy about any future reform of corporate tax in Australia. He alluded to the report by his ministers but kept from outlining the government’s plan precisely.
