New Orleans, Louisiana —After Category 4 storm Hurricane Katrina slammed into New Orleans, on the night before August 29, 2005, several flood control constructions failed. Much of the city flooded through the openings. One of these was the flood wall forming one side of the 17th Street Canal, near Lake Pontchartrain. The U.S. Army Corps of Engineers (USACE) is the primary agency for engineering support during such emergencies. A USACE team was assessing the situation in New Orleans on the 29th, water flow was stopped September 2nd, and the breach was closed on September 5th.

    Brazil —The Post Office and Vote Buying parliamentary commissions of investigation unanimously approved on Thursday (1) their first joint preliminary report of activities. The text was prepared by their redactors, Osmar Serraglio (PMDB) and Ibrahim Abi-Ackel (PP), from Post Office and Vote Buying commissions respectively.

    The deputies cited in the report are: Carlos Rodrigues (PLRJ), José Janene (PP-PR), Pedro Correia (PP-PE), Pedro Henry (PP-MS), Sandro Mabel (PL-GO), João Magno (PTMG), João Paulo Cunha (PT-SP), José Borba (PMDB-PR), Josias Gomes da Silva (PT-BA), Paulo Rocha (PT-BA), Professor Luizinho (PT-SP), Romeu Queiroz (PTB-MG), Vadão Gomes (PP-SP), Vanderval Santos (PL-SP), José Mentor (PT-SP), Roberto Brant (PFL-MG), José Dirceu (PT-SP) and Roberto Jefferson (PTB-RJ).

    The report indicts 18 Brazilian deputies and the former deputy Valdemar Costa Neto [who resigned on August 1]. They are accused of illegal campaign finance activities, of placing cronies in strategic positions in government enterprises and getting kickbacks from them, and of receiving cash payments in exchange for voting in line with the government in the Brazilian Congress.

    The redactors called the allegation made by some parliamentarians that the resources were used to settle debts with electoral campaigns a “lame excuse”. According to them it is “perfectly plausible” that the loans taken by the businessman Marcos Valerio at the Banco Rural and the BMG for the ruling Workers’ Party (PT) were false and created to make the illegal funds seem legal.

    In regards to the denunciations done by deputy Roberto Jefferson (PTB) the report says:

    • Everything which he said that could be investigated showed to be true, including confessions against himself .
    • Everything that must be compared to other testimonies showed a great degree of truth. As a matter of fact, all of who, hurriedly, questioned him, saw their defenses collapse, before the successive discoveries.

    According to the report, the businessman Marcos Valério is a not reliable person because of his contraditory testmonies.

    The report says that several documents were identified and reviewed proving that large sums of money were withdrawn from agencies of the Rural Bank, in Brasilia and Belo Horizonte, as well as from bank accounts of the enterprises SMPB and DNA Propaganda. According to the documents the beneficiaries were federal deputies who received the money in person or through relatives, advisers, or persons nominated by Marcos Valério.

    The report affirms that it is possible that some payments were made on a monthly basis, and others more or less frequently. Nevertheless, according to the report the periodicity of the payments is the less important fact.

    One thousand residents of the Defense Department-managed Armed Forces Retirement Home in Washington, D.C. filed a class-action lawsuit on May 24, asserting that the cut-backs in medical and dental services imposed by Secretary of Defense Donald Rumsfeld are illegal. The operating budget for the home was reduced from $63 million in 2004 to $58 million for 2005. The residents cite cuts in on-site X-ray, electrocardiogram, physical and dental services, and the closing of the home’s main clinic and an on-site pharmacy.

    Chief Financial Officer Steve McManus responded that the changes not only save money but also achieved improved efficiencies. “We’re really trying to improve the benefits to our residents,” he said.

    Most of the home’s costs are paid for by a trust fund and monthly fees paid by residents. By law, the Armed Forces Retirement Homes are required to fund, “on-site primary care, medical care and a continuum of long-term care services.”

    An Australian, Brenton Tarrant, aged 28, appeared in Christchurch District Court, New Zealand yesterday, charged with one count of murder pertaining to a mass shooting in Christchurch on Friday, which caused the death of at least 50 people. Judge Paul Kellar ordered the accused remain in custody until his next court appearance on April 5.

    Police alleged the accused performed two attacks. The first attack reportedly was in Al Noor Mosque at about 13:40 local time (0040 UTC), which left at least 42 people dead. The second attack reportedly was in Linwood Mosque, killing at least eight people, on the same day. Brenton Tarrant did not apply for bail. Further charges may be laid in the future, police said.

    Police arrested the accused in the neighborhood of Strickland Street, 36 minutes after the mass shooting in Al Noor Mosque according to police. After his arrest on Friday, Brenton stayed in the Christchurch central police station overnight before appearing in court on the next day.

    Brenton Tarrant had a valid gun licence allowing him to buy weapons, ABC reported. According to New Zealand Prime Minister Jacinda Ardern, Brenton had a licence for the five firearms he allegedly used for the attack — two semi-automatic, two shotguns, and one lever-action. Professor Greg Barton, Chair In Global Islamic Politics in the Faculty of Arts and Education at the Deakin University, said “The attacker was using a couple of guns, one was a shotgun, one was an AR-15 — that’s the so-called civilian equivalent of the M-16. It’s an assault rifle”. The authorities seized these firearms.

    Prime Minister Ardern said at a press conference yesterday morning the gun laws should be changed. She said, “I have instructed ODESC [Officials Committee for Domestic and External Security Coordination] to report to Cabinet on Monday on these events with a view to strengthening our systems on a range of fronts including, but not limited to, firearms, border controls, enhanced information-sharing with Australia, and any practice reinforcement of our watchlist processes.”

    Brenton also allegedly released an anti-Muslim document online, outlining political motivation, prior to the murders. Social media have been struggling to censor the alleged gunman’s videos of the murder, according to reports.

    A United Nations court today convicted a woman, a former minister in the Rwandan government, for her role in the 1994 genocide in the ethnic war between the Tutsi and the Hutu peoples.

    Pauline Nyiramasuhuko, 65, was found guilty of seven charges including publicly inciting genocide and rape, and conspiracy to commit genocide “as part of a widespread and systematic attack against a civilian population on political, ethnic and racial grounds,” said the International Criminal Tribunal for Rwanda (ICTR), a UN backed court in Arusha, Tanzania.

    Nyiramasuhuko, who was the Rwandan of Minister of Family and Women’s Affairs in Juvénal Habyarimana’s government in 1994 when about 800,000 mostly ethnic Tutsis were killed, was convicted and sentenced to life in prison today. Her son, Arsene Shalom Ntahobali, a militia leader charged with crimes against humanity, war crimes, and rape, was also convicted and sentenced to life. Four local officials were found guilty on genocide charges and given prison sentences ranging from 25 years to life.

    According to prosecutor Holo Makwaia, Nyiramasuhuko intended to “destroy in whole or in part the Tutsi ethnic group in Butare”. Following the genocide, she fled Rwanda and was arrested in Nairobi, Kenya, in 1997.

    Presiding Judge William Sekule read the judgment: “Many were physically assaulted, raped and taken away to various places in Butare, where they were killed. During the course of these repeated attacks on vulnerable civilians, both Nyiramasuhuko and Ntahobali ordered killings. They also ordered rapes. Ntahobali further committed rapes and Nyiramasuhuko aided and abetted rapes.”

    Nyiramasuhuko is the first woman convicted of genocide by the ICTR, which was established in 1994 after approximately 800,000 Tutsis and politically moderate Hutus were massacred during the genocide.

    While Theresa May remains Prime Minister of Britain, her party, the Conservative Party, won Thursday’s general election but lost its majority in Parliament.

    The next scheduled general election was not until 2020. May requested this general election, called a snap election, in April, when polls indicated it would strengthen the then-slight majority the Conservatives held in Parliament. Talks to establish the specifics of Britain’s departure from the European Union are set to begin June 19. Last year, British voters decided to leave the EU, but many of the specifics of the United Kingdom’s new relationship with the rest of Europe have yet to be established. May and the other Conservatives favor a “hard Brexit”, in which Britain would lose its current level of access to Europe’s single market and have to deal with higher tariffs and more complicated customs processes but it would regain full control of its borders with respect to trade and immigration. An increase in the number of Conservative Parliamentary seats would have supported this plan.

    “Officially Theresa May is still the partner in Brexit negotiations,” said senior German MP Stephan Meyer, “but the political reality is different after this disastrous defeat. I can’t imagine that May will be able to remain prime minister.”

    Jean-Claude Juncker of the European Commission said, “As far as the Commission is concerned we can open negotiations tomorrow morning at half past nine […] First we have to agree on the divorce and exit modalities, and then we have to envisage the architecture of our future relations. I do hope that the result of the elections will have no major impact on the negotiations we are desperately waiting for.”

    A Parliamentary majority requires 326 of the organisation’s 650 seats. The Conservative Party holds 318 outright, including May’s own seat in Maidenhead, and the Labour Party holds 262, having gained about 30 in this election. In Britain, the leader of whichever political party has the most seats becomes Prime Minister, though they are also formally appointed by the monarch. Theresa May became leader of the Conservative Party on July 11 of last year and was appointed by Queen Elizabeth II two days later. Cases in which no political party wins outright are called a hung Parliament, and then two or more parties rule together in coalition. Britain had a coalition government from 2010 to 2015. Northern Ireland’s Democratic Unionist Party has pledged an unofficial alliance with the Conservatives, which would bring them up to 328.

    This would make May the second Prime Minister in a row to call an election with unexpected results. David Cameron called for a referendum on Britain’s EU membership, not expecting the voters would reject it.

    May’s current ministry said most of her senior officials, including Treasurer Philip Hammond, Foreign Secretary Boris Johnson, and Home Secretary Amber Rudd, will remain in the Cabinet.

    May met with Queen Elizabeth II yesterday to request her permission to form a government in her name, a traditional formality.
